The Foundation was established in 2001 on the initiative of Jan Nowak-Jeziorański, supported by: the city of Wrocław, Dolnośląskie Voivodeship, Ossoliński National Institute, the Angelus Silesius Meeting House, the Krzyżowa Foundation and the Association for European Culture. The mission of the College is to work to build Eastern Europe as a community of free people. For the College, Europe is not a geographic concept, but an ethical one, marked not by borders but by ideals. The College is the publisher of the bimonthly Nowa Europa Wschodnia and New Eastern Europe.
